网络编程小问题？

代码是这样，可用浏览器怎么就怎么也连不上呢？？？
我确定服务端开了，用dos的telnet 命令可用返回数据。可用IE怎么也老连接不上呀？谁有类似经历?
求指教？？？

我学网络编程那一块儿的时候也是这样的，别用360，应该是浏览器的问题，多刷新几次
这样来，开启服务器，刷新一次，不行的话就关了服务器，再开启，再刷洗
